You can walk to the counter of Dollar - Melbourne Airport car rental.

The rental office is located on the ground level of the ParkRoyal Hotel, opposite Terminals T1, T2, and T3, behind the large Melbourne sign. If you arrive at Terminal T4, make your way outside to Terminal T3 to cross the road . Please proceed to the office to complete your rental contract.

Drop-off Instructions

When approaching the airport area, follow the road signs marked "Car Rental Returns." After passing through the center road traffic light, keep right and watch for overhead signs indicating "Car Rental Returns" at the entrance. Enter through the Car Rental Return car park entrance.     The staff at the rental company were very friendly. However, they required a 100 AUD deposit for highway tolls, which I wasn't sure would be adjusted based on actual usage. I didn't end up needing that much for tolls.
